New Transfer Rules Announced for Saudi Pro League

According to reports, the Saudi Arabian Football Federation on Friday published the full registration rules for the new football season in senior and youth competitions. These regulations cover the permitted number of players, conditions for registering foreign players, residents, and Saudi-born players.

Under the new rules, Saudi Pro League teams will maintain a maximum squad size of 25 players, with up to 10 foreign players allowed. Additionally, each team can include one Saudi-born player, provided they were born in 1999 or later.

Clubs can register up to eight foreign players without age restrictions and two additional foreign players born in 2004 or later under the U21 regulations. However, only eight foreign players can be included in the matchday squad, though all 10 can be used in the King’s Cup and Super Cup competitions.

For the Saudi First Division League (Dawry Jameel), the squad limit remains 25 players, with four foreign players permitted. The Saudi-born player quota is optional, and if unused, a fifth foreign player can be registered instead—provided at least five Saudi players born in 2003 or later are in the squad. Additionally, goalkeepers in the First Division must be Saudi nationals, with foreign goalkeepers prohibited.

These new rules reflect Saudi Arabia’s continued focus on developing domestic talent while utilizing foreign players, with particular emphasis on protecting local players in key positions like goalkeeping in the lower divisions.
